Empowering the Next Generation of Changemakers.

December 2023: Not many teenagers have ever heard of Robert’s Rules of Order let alone own the book. Yet, members of CivicG+ brought a copy with them when they attended a school board meeting of the West Chester Area School District. Their aim? To delve deeper into the intricacies of decision-making and deciphering the mechanisms behind the governance of their school district, something they know has a great impact on them.

The group sat quietly in the audience, discreetly asking questions and making observations to each other through text messages – “How does a consent agenda vote work?”, “How do the Board of Directors respond to public comment?”, “Can someone move to reconsider the consent agenda?”

Under the guidance of Blake Emmanuel, The Fund’s Program and Advocacy Manager, and former President of the Phoenixville Area School District School Board, CivicG+ members began unraveling the complexities of the school board’s influence on their lives. The program participants loved the experience, sparking a commitment to attend similar meetings across the county. Beyond grasping government processes, these students are cultivating confidence and practical know-how to drive change – acknowledging the slow and complex nature of the process. Armed with this newfound knowledge, they’re poised to take immediate action by voicing their opinions at school board meetings. They will also carry this empowering experience forward, knowing they hold the capability to advocate for the changes they believe in and that will make a positive impact on women and girls in their lives.
